The 21-year-old beauty's music video for the successful 2007 hit received 200,000 votes in a BT Vision Music survey.
Lee Thompson of BT Vision said: "This illustrates how popular our new young artists are."
Rihanna beat off competition from stars such as Madonna, 51, and Beyoncé, 28, to come top in the new poll.
Russian singers t.A.T.u came in second place with All The Things She Said and Avril Lavigne's Sk8r Boi took the third spot.
