Lovato, who turned 16 on August 20, is currently in Atlanta on tour with the Jonas Brothers and Selena opens her message by saying it "is a sad but happy day" because she is not with her "best friend in this entire world."
Selena, 16, who stars as Alex Russo on Disney's Wizards of Waverly Place is reportedly dating Nick Jonas, 15.
